Meta is changing how WhatsApp Business messaging is billed from 1 October 2026. Two things that used to be free will now be charged.

WhatsApp is billed per message, including your replies
Meta charges for each individual message you send. Not per chat, not per customer, not per day.
If a customer asks a question and your team sends four messages back, that is four billable messages. If ten customers each need three replies, that is thirty.
The 24-hour window has not gone away, but it no longer decides whether you pay. It only decides what you are allowed to send: free text while it is open, an approved template once it closes.
1. Your replies are now billed, one message at a time
Free-text replies inside the 24-hour window have been free since November 2024. From 1 October you get
1,000 free service messages per WhatsApp Business number each month.
That is 1,000 messages, not 1,000 chats. Messages 1,001 onward is charged at the recipient's country rate. The allowance resets monthly, does not carry over, and gets no volume discount at any size.
2. Utility templates sent inside that window are now billed too
Order updates, appointment reminders and payment confirmations sent while the window was open were free from July 2025. From 1 October each one costs the normal utility rate, open window or not.
What has not changed
• Messages your customers send to you are still free, however many they send.
• The 72-hour free window from Click-to-WhatsApp ads is unchanged.
• You are billed per message delivered, and never for messages that fail.
What this looks like in practice
A clinic in one month: 800 marketing broadcasts, 2,500 appointment and booking updates, and 3,500 free-text replies from the front desk. Those 3,500 replies are 3,500 messages. The first 1,000 are free, so 2,500 are billed:

The spread is the important part.
In India, not one rate moved
- the whole increase comes from the two categories that stopped being free.
South Africa
has that same change plus a 25% rise in the utility rate.
Kuwait
moved off Meta's regional "Rest of Middle East" pricing onto its own card, taking its utility rate from $0.0091 to $0.044.
Look up your own country
Fifteen countries moved onto their own rate cards, and several regional rates shifted, so the impact is not the same everywhere. Our updates page lists all 142 countries with the old and new rate side by side. Start typing your country, and it will find it.
What you should do
Add a payment method to your WhatsApp Business Account before
30 September 2026.
Without one, Meta stops delivering service messages once charging begins.
Then count your messages, not your conversations. Work out roughly how many messages it takes your team to resolve a typical question. Because every one is billed, a reply that answers the question outright is cheaper than three that circle it. Quick-reply buttons and WhatsApp Flows both cut the number of messages in a thread, which is now the number that matters.
